Position Description:
Must be able to obtain a Secret Clearance
Provides the Engineering leadership to a team representing multiple skill areas, which may include internal and external resources and customers. Develops statement of work (SOW) to satisfy research and development, ongoing and new business requirements. Works with customers and management to obtain approval. Identifies and manages changes to statement of work and assesses the impact of those changes, and incorporates changes into statement of work. Negotiates proposed changes to determine modifications to the deliverables, resources, costs and schedules. Leads project execution to complete the work statement. Identifies performance metrics. Plans, identifies and coordinates resources required over the life of the project or program. Assigns responsibility for activities to team members and ensures technical correctness and consistency of products and services. Directs proposal development to complete the work statement. Compares actual results to baseline plan to assess project performance, efficiencies, productivity and lessons learned. Identifies corrective actions to improve project or team performance. Provides technical, business and integration leadership for the development and execution of project or team plans. Works under consultative direction.
Position Responsibilities may include:
o Lead the planning, coordination, and execution of detailed engineering activities across multiple Missile & Weapon Systems division (MWS) programs, projects, and systems
o Establish and facilitate recurring meetings, technical exchanges and reviews involving multiple internal and external organizations across multiple engineering disciplines
o Lead the integration of technical parameters and activities to assure compatibility of physical, functional and program interfaces
o Lead assessments and collaborative resolution of complex cross-functional technical issues amongst diverse stakeholders
o Drive results through the development, implementation and maintenance of a rigorous process architecture, tools, schedules and metrics
o Maintain current data and provide status on technical and schedule performance risks and issues
o Lead development of discrete work effort planning and Agile implementation to maintain engineering execution schedules
o Lead and manage changes to engineering statements of work (SOWs) and assess impacts of changes
o Lead proposal development by identifying activities, resources, and tasks required to execute the work statement
o Conduct lesson-learned analyses and drive execution of corrective actions

Requirements:
Preferred Qualifications (Desired Skills/Experience):
o Experience with the Missile Defense Agency’s Ground-Based Midcourse Defense (GMD) program
o Experience working across a team representing multiple engineering and program management skills with internal and external stakeholders
o Experience with complex systems development and integration
o Experience leading complex project execution
o Experience with implementation and maintenance of systems engineering tools, schedules and metrics (i.e. Earned value management, DOORS, CAMEO)
Education/experience typically acquired through advanced technical education from an accredited course of study in engineering, computer science, mathematics, physics or chemistry (e.g. Bachelor) and typically 14 or more years' related work experience or an equivalent combination of technical education and experience (e.g. PhD+9 years' related work experience, Master+12 years' related work experience). In the USA, ABET accreditation is the preferred, although not required, accreditation standard.
