Prepares strategies and leads price negotiations with supplier for proposals. Reviews SOW packages and develop pricing instructions, matrices and bid instructions for RFP. Perform cost or price analysis requiring proposal evaluation and preparation of proper supporting documentation, through use of statistical tools, market trend data, and parametric models. Cost Analysis Reports (CARs) comprised of pre-fact finding review of the proposal, working with the buyer and technical team members, recreating the supplier proposal spreadsheets, generating questions to be sent to the supplier, and working with the buyer to obtain DCMA/DCAA Government rate position.
Fact finding with supplier will encompass all elements of labor, material, and other direct cost (ODC) and receipt of all supporting documentation not included in the proposal to be FAR (Federal Acquisition Regulation) part 15 compliant. Proposals that have enough history and contain the necessary supporting documentation required by FAR 15.408, Table 15-2, a field fact finding will not be required.
JOB SKILLS: BS degree in Finance, Actuarial Science, Statistics, Economics, Mathematics, Business, Industrial Engineering, or Engineering.
Must have experience with FAR 15 cost analysis and/or have worked for Client as a cost analyst.
12+ months — possible extension and possible FTE opportunity.
